Can't upload any code to my arduinoArduino board

I have an arduino uno r3Arduino Uno R3 with ATmega 238an ATmega238 microchip ..i I can't upload any code to it: the green led and pin13 ledLED are always lighting. .on (only lighting withoutwithout flashing )and and the RX and TX ledLEDs don't flashingflash when iI upload code or press the reset button…button.does Is the microship malfunction? ?or whatmicrochip malfunctioning?
