Switch back to logging into the old clickthrus table, which means:
* Only country and not IP is stored, and IPs are processed as ints
  and not inets.
* Paths are not normalized, but the actual paths onthe server
* Mirror hostnames are spelled out, not linked to mirrors table

This unbreaks the different logging for stackbuilder traffic and
normal download traffic. It's not possible to make the stackbuilder
traffic log in the new format, because it logs arbitrary URLs in
the logs, not just our mirrors.

Implement a new download counter/redirector.

The old one accepted arbitrary URLs and has been known to be used to bypass link filters to
help spread viruses.

Keep the old one around for the stackbuilder for now, but it never redirects anymore
(stackbuilder doesn't need/want the redirect).
