file and into its own PHP page, and improve it to display the left-hand menus

the rest of the page talks about contributors so change the one reference of
developer to contributor for consistency. also remove the password protected
link to whatever that "directory" on one of bruce boxes is. It does not make
much sense to keep an url that can likely only be used by very few people on
a public page like this.

Commit once for each feed. If an exception occurred while parsing it,
roll it back instead (so that db level exceptions don't cause the
whole aggregator to fail)

Add redirect webpages so that when you try to browse the PDFs directly
you are sent back to the listing of manuals (version-dependant since
some are in the archive).
Per complaint from Tom and Bruce.
