HDL Coder is not free. It is not available through the online store, so the price is probably $US4500 or more.
There are no special terms and conditions for HDL Coder: usage is the same as for the other Mathworks toolboxes that can generate code. There are typical clauses like promising you are not competing with Mathworks. The rules about who owns exactly which file are complicated; if you are not distributing the generated code (just the HDL image) then you are probably fine, but it is best to have a lawyer look over the details. (I will not attempt to summarize about who owns which files because the wording gives me a headache!)

As you can use MATLAB with its toolbox to write program to control Texas Instruments control DSP using evaluation version, similarly there must be a way to control Xilinx FPGA without having to use costly HDL coder? Please comment about any evaluation version solution for limited program size.

You can ask Mathworks for a trial of HDL Coder. They might ask you to demonstrate that you are serious about the possibility of buying it if it works for you.
