Add missing invocations to object access hooks

The following commands have been missing calls to object access hooks
InvokeObjectPost{Create|Alter}Hook normally applied to all commands:
- ALTER RULE RENAME TO
- ALTER USER MAPPING
- CREATE ACCESS METHOD
- CREATE STATISTICS
