One reason we are effective is because ICI staff are world-class experts in the fields of law, economics, and policy. In the best tradition of their professions, several ICI staff spend their free time teaching at leading universities around the United States. Tara Buckley, Deputy General Counsel, teaches "Investment Management Law" at The Catholic University of America, Columbus School of Law. Josh Weinberg, Associate General Counsel, teaches "Lessons from Major Compliance Failures" (LAW BK 917) at the Boston University School of Law. Emily Williams, Senior Economist, co-teaches "Personal Finance: Making Better Decisions and Building a Better Financial System" (Econ 70) at Harvard University. Jason Seligman, Senior Economist, teaches "Applied Macro and Monetary Economics" and "Applied Financial Analysis" at The George Washington University. Last week, I had the privilege of participating in three insightful webinars on Europe's transition to T+1 - with the Investment Company Institute Securities Operations Advisory Committee, Deloitte, and State Street. The level of engagement and technical questions reinforced that this transition is top of mind for market participants on both sides of the Atlantic. Two key developments are now in place: the amended Central Securities Depositories Regulation (CSDR) provides a firm legal foundation for T+1 across all EU markets, and ESMA's Regulatory Technical Standards (RTS) on settlement discipline outline clear expectations for the October 11, 2027 deadline. Here's what I emphasised across these discussions: - T+1 is a strategic opportunity, not just regulatory compliance. Early preparation is essential to remain competitive and capture new business opportunities in the evolving post-trade landscape. - Market participants should already be taking action: - Reviewing the High-Level Roadmap and assessing operational impacts - Budgeting resources and engaging IT providers - Communicating proactively with clients The EU T+1 Industry Committee is here to support you with four priorities: 1️⃣ Additional guidance on SSI standardisation, automatic partial settlements, and SFT optimisation 2️⃣ A comprehensive implementation handbook with best practices and FAQs 3️⃣ A common testing methodology (coordinated with UK AST) by Q1 2026 4️⃣ A readiness survey launching before year-end to monitor progress Transparency and collaboration are critical.
