About us

REFORM Alliance aims to transform probation and parole by changing laws, systems and culture to create real pathways to work and wellbeing. REFORM is bringing together business leaders, advocates, and bipartisan coalitions of policymakers on common-sense solutions to transform probation and parole, dramatically reduce the number of people needlessly trapped in the criminal justice system, and dramatically increase the number of people moving from supervision to work and wellbeing. Our vision is a justice system that holds people accountable and redirects back to work and wellbeing. Instead of keeping people trapped in a revolving door from probation/parole to prison — which costs taxpayers billions of dollars — we’re working to move people from the justice system into stability. Right now, people under probation or parole make up the vast majority of our criminal justice system, yet the issue has received relatively little attention. "

  • 🏠 Noel Barrientos did everything right. He never failed a drug test, followed every rule, and worked hard to provide for his family. He had dreams of being a real estate agent but could not get his license until he was off federal supervision. When he requested early termination, the judge denied his request without a stated reason. A system intended to help people succeed is holding them back.   • Federal supervision should focus on real public safety threats, not on mothers trying to make a difference. When Judith got home from prison after receiving clemency, she wanted to fight for other women still inside. With a group of other system-impacted women, she went to White House to make the case to President Trump. But when she got home, her probation officer told her that she may receive a technical violation for associating with other people with records. Does this sound like public safety to you?     Seven years ago, Meek Mill's sentencing pulled back the curtain on a system that punishes people for minor missteps, NOT new crimes. Every 3 minutes, someone in America is sent to prison for a supervision violation — most are non-criminal, as minor as missing a check-in with their probation officer. Meek’s experience inspired him to help others caught in the same cycle. Since then, REFORM has helped pass 22 bills across 12 states, creating real pathways for individuals on supervision to rebuild their lives.   • 🚨 Right now, federal supervision officers report being overwhelmed with caseloads that exceed twice what’s recommended by best practices (sometimes up to 100 cases per officer). This forces them to spend precious resources monitoring low-risk individuals who are working hard, following the rules, and supporting their families – while others who pose a higher public safety risk don’t receive appropriate levels of supervision. The Safer Supervision Act fixes this by prioritizing public safety, cutting red tape, and enabling officers to focus where they’re needed most.
