shiboken: Support compiler options for disabling optimizations
The fullname field has been removed, and the signature
structures can be optionally compressed.
Add a build option for switching these and future compiler
features off.
Combinable flags:
--unoptimize=fullname
--unoptimize=compression
--unoptimize=folding (to be implemented)
or just
--unoptimize=all
