We're trying to "standardize" on a paragraphing macro from the three
equivalent ones (P, PP, LP). We (somewhat arbitrarily) agreed on P.
Scripted change:

When there are multiple tags for a paragraph, using a single TP and
separating the tags with commas makes the man(7) source more complex.
It also has a disadvantage: when searching through a manual page,
heuristics such as " --option" don't work so well.
By using GNU's TQ, we simplify the source of the pages, and improve the
ability to search them.

- Add a new HISTORY section that covers the history of an API, both
regarding implementations and regarding old standards. This was
previously covered in VERSIONS, and in some cases in STANDARDS.
- Repurpose VERSIONS to cover differing implementations in _current_
systems.
- STANDARDS is reduced to only cover current versions of standards.
That basically means only C11 (C99 has been superseeded by C11; C17
is just a bugfix of C11, so not really a new version), and
POSIX.1-2008 (*-2001 was superseeded by *-2008; *-2017 was just a
bugfix for *-2008). The section also mentions for example 'Linux',
'GNU' or 'BSD' when a non-standard API is Linux- or GNU-only or if
it's (de-facto) standard in the BSDs.
- In some cases content that should go into one of these sections was
in NOTES. Move it from there to where it corresponds.
- In the SYNOPSIS, I added [[deprecated]] in some functions that I
found are deprecated by the relevant standards.
- A few other related changes...

It's a proper noun, whose original letter case should be respected.
glibc's own documentation uses always lowercase; let's do the same here.

Refer consistently to software versions. In most cases, it is done as
<software> <version>. In the case of Linux and glibc, use the project
name, instead of other terms such as 'kernel' or 'library'.
I found the uses of inconsistent language with the following:

However, I might have missed some cases. Anyway, 99% consistency is

There are different kinds of lists:
Tagged paragraphs
These are fixed in a separate commit (the previous one).
They are used for a list of tags and their descriptions.
An example is this commit message itself.
Ordered lists
Elements are preceeded by a number in parentheses.
These represent a set of steps that have an order.
When there are substeps, they will be numbered like (4.2).
Positional lists
Elements are preceeded by a number in square brackets
(index). These represent fields in a set. The index will
start at:
0 fields of a C data structure, to be consistent
with arrays.
1 fields of a file, to be consistent with tools like
cut(1).
Alternatives list
Elements are preceeded by a letter in parentheses.
These represent a set of (normally) exclusive
alternatives.
Bullet lists
Elements are preceeded by bullet symbols. Anything that
doesn't fit elsewhere usually is covered by this type of
list.
Notes
Not really a list, but the syntax is identical to
"positional lists".
There should always be 2 spaces between the list symbol and the
elements. This doesn't apply to "tagged paragraphs", which use
the default indentation rules.

Replace the date by a placeholder (date) in the repo, as we're
doing with the version (unreleased). It will be filled when the
tarball is generated with 'make dist' (or equivalent) with the
date of the most recent git commit that modifies the page (as was
done previously by update_timestamps.sh, which has been removed).

The root of the repository is becoming a bit overpopulated and
unorganized, due to the recent addition of more mandirs, and more
informative and configuration files too. Let's create a specific
mandir <man/> that contains the mandirs <man[1-8]*>.

Now that we have the LIBRARY section, and a 4th argument that
already tells that it's a page from the Linux man-pages project,
the 5th argument isn't telling any information that the default
value wouldn't. So let's just remove it.

STANDARDS seems to be much more extended than CONFORMING TO. For
consistency across the whole manual pages corpus, let's try to
unify, by following the most commonly used section name.

I couldn't find a reason for including <unistd.h>. All the macros
used by fcntl() are defined in <fcntl.h>. For comparison, FreeBSD
and OpenBSD don't specify <unistd.h> in their manual pages.

In the RETURN VALUE sections, a number of different wordings
are used in to describe the fact that 'errno' is set on error.
There's no reason for the difference in wordings, since the same
thing is being described in each case. Switch to a standard
wording that is the same as FreeBSD and similar to the wording
used in POSIX.1.
In this change, fix some instances stating that 'errno' is set
"appropriately" to instead say "to indicate the error".

Historically, a comment of the following form at the top of a
manual page was used to indicate too man(1) that the use of tbl(1)
was required in order to process tables:
'\" t
However, at least as far back as 2001 (according to Branden),
man-db's man(1) automatically uses tbl(1) as needed, rendering
this comment unnecessary. And indeed many existing pages in
man-pages that have tables don't have this comment at the top of
the file. So, drop the comment from those files where it is
present.

Some architectures do provide an 'l_sysid' declaration in
struct flock; however, it is not used anyway.

The number of bytes that can be written to the pipe may be less
(sometimes substantially less) than the nominal capacity. This
was confirmed with some testing. For example, when writing
4097-byte blocks to a pipe with 65536 byte capacity, only 45066
bytes could be written (i.e., 20470 bytes less than 65536).

As far as I can see, file seals can be applied only to
memfd_create(2) file descriptors. This was checked by experiment
and by reading mm/shmem.c::shmem_get_inode((), where one finds
the following line that applies to all new shmem files:
info->seals = F_SEAL_SEAL;
Only in the code of the memfd_create() system call is this
setting reversed (in mm/shmem.c::memfd_create):
if (flags & MFD_ALLOW_SEALING)
info->seals &= ~F_SEAL_SEAL;

For F_GETLK, POSIX allows EACCES or EAGAIN because different
implementations of traditional record locks returned one of
these errors, and portable applications had to handle either
possibility. However, that argument doesn't apply for OFD
locks, since Linux is the only implementation and it returns
EAGAIN.

The difference here is subtle. The gracetime is how long after a reboot
should knfsd allow clients to reclaim state (and deny the creation of
new locks and opens). The leasetime is how long the NFSv4 lease period
is. There is a relationship between the two that's illustrated in the
comments above write_gracetime:

The value you're interested in here is the nfsv4leasetime. If the
client doesn't renew its lease within that period, then it's subject to
the server giving up on it and dropping any state that it holds on that
clients' behalf.
Note that this is not a firm timeout. The server runs a job
periodically to clean out expired stateful objects, and it's likely
that there is some time (maybe even up to another whole lease period)
between when the timeout expires and the job actually runs. If the
client gets a RENEW in there within that window, its lease will be
renewed and its state preserved.

Here's a patch to the fcntl.2 manpage that explains
the working of F_GETLEASE in a bit more detail during
lease breaks. Basically, what happens is this: When a
lease break is initiated by a lease breaker, subsequent
F_GETLEASE calls return the target lease type after
the lease break and not the existing lease type. This
behavior persists until the lease holder downgrades/unlocks
the lease or the kernel forcibly does it after the lease
break timeout expires.
The implicit assumption is that F_GETLEASE should
return the existing lock type until the downgrade/unlock
has actually taken place, which is not true. I've verified
that the kernel indeed returns the target lease type. It
is also simple enough to verify this behavior in a small
program, where you can observe that the lease type
returned by F_GETLEASE in the signal handler for a
lease break is different from the existing lease type.

Various fcntl(2) commands require an integral 'arg'.
The man page said it must be "long" in all such cases.
However, for the cases covered by POSIX, there is an
explicit requirement that these arguments be "int".
Update the man page to reflect. Probably, all of the
other "long" cases (not specified in POSIX) should
be "int", and this patch makes them so. Based on a
note fromEric Blake, relating to F_DUPFD_CLOEXEC.
