Add Link Mode tools menu item - static/dynamic to Giga and Portenta H7 #275

This is maybe already part of some other PR?
But if not, please add this support!
For a variety of reasons, including less overhead?
Also I was told previously, if you get a fault within the LTEXT currently you have no chance of converting
the address to something meaningful, whereas if you link static you would get the full map and then
tools like addrtoline may tell you where you code actually faulted.
Note: with UNO Q, the version of it you build sketches with within IDE 2 has this option. As for App lab, I have
no idea what options it is building with.
