Some times in the editing review there is a message that the Question has been "bumped." Does this mean the question has been pushed farther back on a page, OR that it has been moved forward to amorea more active setting (page 1 or 2).?

Sometimes it says that it has been bumped by Community Bot. OherOther times it states that a Community User has bumped it!

Are there any guidelines that determine the conduct of "bumping"?
