About us
Countering the scourge of terrorism has been on the agenda of the United Nations for decades. In the aftermath of the 11 September attacks against the United States in 2001, the Security Council unanimously adopted resolution 1373 (2001), which for the first time established a dedicated Counter-Terrorism Committee (CTC) of the Council. The CTC is assisted by an Executive Directorate (CTED), which carries out its policy decisions and conducts expert assessments of the 193 United Nations Member States. As of September 2024, CTED has conducted more than 205 visits to over 119 United Nations Member States (including 11 virtual components of the hybrid visits during the COVID-19 period and 2 full hybrid visits), since it was declared operational 19 years earlier. Over 20 Security Council resolutions exist that pertain to the CTC and CTED, an overwhelming majority of which were adopted over the last seven years, which demonstrate the complexity of the evolution of the threat of terrorism which prompted the Security Council to adopt resolutions outlining new measures for Member States to undertake in order to effectively counter the emerging threats of terrorism and foreign terrorist fighters, CTED’s mandate was most recently renewed by Security Council resolution 2617 (2021), which extends the Special Political Mission until 31 December 2025. This resolution underscores that CTED’s assessments, and the analysis and recommendations from those assessments, are an invaluable aid to Member States in identifying and addressing gaps in implementation and capacity, and calls on the UN Office of Counter-Terrorism (UNOCT), all other relevant United Nations funds and programmes, Member States, donors, and recipients to use these expert assessments in their development of technical assistance and capacity- building projects. The resolution further underlines the essential role of CTED within the United Nations to identify and assess issues, trends, and developments.

The Counter Terrorism Committee Executive Directorate (CTED), the Office of the High Commissioner for Human Rights (OHCHR), and the Special Rapporteur on the Promotion and Protection of Human Rights while Countering Terrorism are pleased to invite you to the side-event on “The definition of terrorist acts and international human rights law”. This side event will bring together representatives from Member States, United Nations entities, criminal justice and human rights experts and civil society organizations, to discuss the human rights considerations of terrorism definitions. CTED releases new Trends Alert on terrorist exploitation of children Our latest Trends Alert documents the accelerating exploitation of children by terrorist groups worldwide, with tactics evolving faster than Member State responses can adapt. Key findings: 🔹Children as young as 8-9 are being targeted through sophisticated online and offline methods 🔹Terrorist groups exploit gaming platforms, social media, and encrypted messaging apps alongside abduction and offline coercion tactics 🔹Many Member States lack specialized juvenile justice systems, appropriate age determination protocols, and trauma-informed rehabilitation and reintegration programmes 🔹Children are often processed through adult counter-terrorism courts, denying them protections guaranteed under international law CTED will work with Member States to improve trends analysis and share good practices to strengthen responses that protect children from terrorist exploitation and safeguard their rights. 🌍 New CTED Assessment on Countering Terrorism Financing in Africa The UN Security Council’s Counter-Terrorism Committee Executive Directorate (CTED) has just published its 2024–2025 thematic summary assessment on gaps in implementing measures to counter the financing of terrorism (#CFT), focused on Africa. The findings are clear: while many African States have strengthened their laws and regulations, implementation remains uneven and often ineffective. Da’esh, Al-Qaida and their affiliates continue to adapt and expand across the continent, exploiting political instability and ongoing conflict, porous borders, informal economies, and benefit from territorial control in some areas and access to natural resources such as gold and gems. Their financing methods increasingly blend cash smuggling and hawala with mobile money platforms and virtual assets, making detection more complex. Key gaps identified include: 🔹 Outdated or incomplete national risk assessments 🔹 Limited investigations and prosecutions of TF offences 🔹 Serious vulnerabilities of extractive industries, money transfer services, and the non-profit sector 🔹 Inadequate use of targeted financial sanctions 🔹 Underexplored links with cross-border criminal activities 🔹 Need for risk-based regulation of new financial technologies CTED stresses that the complexity of terrorism financing in Africa requires African-led, context-specific solutions, backed by strong international cooperation.
